Head height / Horizon line
They are basically interchangeable - (including eye level also) if you are viewing things on a level view. If you are looking from a standing position everybody who is also standing will have their head at the same height on the horizon line, no matter how near or far way they are. They will, of course, be smaller if they’re further away - and smaller if they are children.
One of the first things to bear in mind when sketching - the horizon line is flat
Everything you view when you look around will be at the horizon line - and everything you look at will be on a flat, horizontal line - its easy to find this line, just open your eyes and everything that is at your eye level can be sketched as horizontal.
Angling up and down to the horizon line
Not only will everything be on a flat horizontal line at your eye level, everything above this level will angle down towards wherever the vanishing point(s)* are and everything below will angle up.
*depending on whether the sketch is one or two point perspective
In the sketch below the line on the horizon line is level with this line, the lines above angle down and the lines below angle up. The vanishing point will be roughly where all the lines converge.
